If your sister is going to have use of this car you should give her a limited power of Attorney to care for the car or you could have problems if she was in some sort of accident you are still the owner of the car and responsible for what happens when someone is using your car. I know because I lost my licence for a year when I left my car at my fathers house and my brothers borrowed it without my permission and got into a accident and I wasn't carrying insurance on it because it was parked, didn't think that my parents would let them get the keys and use it. I didn't know about it until I received a letter from the state giving my licence back to me. That was a long time ago now you would know about it sooner since everyone is connected by computers now. Of course at that point it would be HER car, not yours, so she could then legally do anything with it that she wished, including sell it to anyone else. The local cops in MA may question the validity of the out-of-state tags in MA so you should provide your sister with a copy of your orders and maybe a Power of Attorney allowing her to care for the car on your behalf, but not to sell the car.
