		<description>You can register your car in the state of your permanent duty station or the place you went into the military unless you change your sate of residence, but your taxes and fees will probably be less if you register at your permanent duty station. If your sister is going to have use of this car you should give her a limited power of Attorney to care for the car or you could have problems if she was in some sort of accident you are still the owner of the car and responsible for what happens when someone is using your car. I know because I lost my licence for a year when I left my car at my fathers house and my brothers borrowed it without my permission and got into a accident and I wasn&#039;t carrying insurance on it because it was parked, didn&#039;t think that my parents would let them get the keys and use it. I didn&#039;t know about it until I received a letter from the state giving my licence back to me. That was a long time ago now you would know about it sooner since everyone is connected by computers now.</description>

		<description>You can either go down to the DMV and register it yourself.  Or if she has a special POA saying she can drive the car and register it then she can do it.  Which you should get her a special POA concerning the car so that she can get insurance on it in her name.</description>

		<description>What state are you domiciled in?  You may only register your car in your state of domicile or the state where your permanent duty station is located.  

If you are a MA resident then your sister can register your car in your name if you give her the appropriate Power of Attorney.  

If you are not a MA resident then you would have to transfer title to your sister and she would have to register it in her own name.  Of course at that point it would be HER car, not yours, so she could then legally do anything with it that she wished, including sell it to anyone else.

If you are not a MA resident, you can still renew the current registration in your home state or the state or your permanent duty station.  The local cops in MA may question the validity of the out-of-state tags in MA so you should provide your sister with a copy of your orders and maybe a Power of Attorney allowing her to care for the car on your behalf, but not to sell the car.</description>
