What’s the smartest way to relocate: Job then residency or residency and then job?

NickJr1990 asked:

I currently live in central Massachusetts and am looking to relocate in central southwestern Connecticut and I am not sure whether to establish residency in CT before I even find a job down there, or if I should make sure I have a job before I make the definite decision to move. There are pros and cons to both in my opinion. If I move without getting a job, how will I be sure I will find one soon enough to start paying bills etc. But if I get a job first and don’t have a place to stay, I would have to commute an hour and a half everyday just for a teaching job which doesn’t make much sense either.

What is the most reasonable way to relocate? What do the majority of people do? (I’m fresh out of college, on my own, and new at this, PLEASE HELP kindly!)
