All applicants have to go through a medical screening and a psychological evaluation. These issues will come up then. If she passes the evaluation, she may not be eliminated, depending on how recent the prior incidents were.</description>

You are likely talking about mental hospitalization. Again it matters for what. In most cases if it was for mental problems that required hospitalization it makes her chances poorer. 
Yes, most departments review and most as part of the employment process have you sign a releases for medical records, even as a youth. 
If mental the hospitalization was 5 years or less in the past she cannot have a weapon so that knocks her out.</description>
